The municipality, is a public institution with considerable administrative and financial autonomy over the central government, administers a certain Turkish state and appoints its members under general local elections.
The main function of the municipality is to develop the state, to achieve the welfare of citizens and to provide the best services, and is similar to a state board of directors, and the major municipality consists of three main components that cooperate and integrate: the mayor, the municipal board, the municipal council.
But not every municipality that is valid for the name it a major, but there are conditions that must be met in accordance with the Turkish municipal law in order to be called a major municipality:
• First: The state should have at least three sub-municipalities, such as the Greater Istanbul Municipality, with 39 sub-municipalities (Fatih, Avcılar, Bağcılar, etc.).
• Second: the center of the state should be at least 10,000 meters away from its borders.
• Third: The city's population should not be less than 750,000.
• Fourth: The population of sub-municipalities under the major municipality should not be less than 50,000, taking into consideration the urban and economic situation of the state.
As for the resources of these municipalities, Turkish law approved several suppliers and sources of income for the municipalities, including: a share of taxes and fees collected by the government to the central treasury and indicated in certain proportions according to Turkish law, in addition to the funds returned from the transfer fees in deed, rents and real estate taxes. Also, the fines and benefits that the municipality gain, and the donations, transportation fees and parking in the city, also contributed.
Many of the investments of the major municipalities contribute to the fund of these municipalities, for example: the municipality of Greater Istanbul has about 30 giant companies operating in various fields, including KİPTAŞ, a real estate development company that carries out large-scale projects in the city, İETT is a public transport company, Istanbul metro company, a company that oversees the operation of all metro lines in Istanbul, and it is worth mentioning that the monthly income of the municipality of Istanbul exceeds (1.8 billion TL) in addition to many other resources.

The list of tasks and services provided by the municipalities is extended and the following is a detailed list of these tasks, especially in The State of Istanbul, the largest Turkish state, so that municipalities are generally assigned the following tasks:
. Discuss strategic plans, annual targets and investment programmers and prepare the necessary budget with the sub-municipalities of the major municipalities.
Preparing and auditing the organizational plans for areas within the state limits and approving those plans, in addition to developing and monitoring reconstruction plans.
• Granting building permits within the state limits and in accordance with regulatory plans for reconstruction and follow-up and monitoring of construction work.
Granting work permits to businesses operating within the state.
• Construction, control, maintenance and repair of highways, squares, squares, alleys and other facilities.
• Identify shapes, methods, methods and locations that can be used for ads in the city.
• Numbering and naming fields, main roads, neighborhoods, streets, alleys, buildings, and houses.
Establishing a civil geographic, technical and technical information system.
Protecting the state's environment, agricultural land and water resources.
• Set sand and gravel storage centers, store and sell luxury wood and take measures to prevent environmental pollution in the state.
• Managing the file of waste issued by the city or marine waste or medical waste and others, and maintaining the hygiene of the cities.
